The problem with Gilbert Ross, M.D analysis is that my understanding is that a lot of the money was going to all the stuff cited by Gilbert Ross, M.D as needed to do. Part of having a warehouse full of vaccine is having the ability to manufacture a warehouse full of vaccine. Having manufacturing ability and doing analysis on how to make it more effective and adaptable comes from filling a warehouse full of vaccine. Doing volume production of something specialized is only learned by Doing volume production of something specialized. It's like rebuilding a country.
