Wrong. AQ has expanded under Bush. It is now thought to be much more independent than before which is quite rational now that it looks like OBL has died a peaceful death. It's hard to tell but he's been awfully quiet for the last year or so.

It's amazing that you can't tell the difference between the outcome of ten years of negotiations for western oil companies and the claptrap spin of politicians and dictators.

Qaddafi didn't think anything of the sort. No one did.

Bush is mentally fragile which explains why he slurs his words, says INFLUENZAL and is kept under tight wraps by his handlers. He is clearly unable to handle stress and dissent and difficult decisions which is why he just kowtowed to the radical rightwing minority of his party and gave up easily on Miers.

Bush has never been in charge and it's clear that he's close to the edge now. His biggest achivement in the last year has been to get his bodyfat percentage down.
