No that's common sense.

It's incredibly naive on your part to believe that Gaddafi would spontaneously make and release statement that he got scared into capitulating to America, a country that's hated in his region of the world.

Conversely, the Bush Administration has proven many times over that they'll spin anything they can to make us believe the mess in Iraq was "worth the cost." One of their main spins was that the war would tranform the region and make us all safer. What better way to "prove" their point than to require that statement by Gaddafi as a condition of the deal?

So on the one hand you have an explanation that might make you feel good but doesn't meet the test of common sense, while on the other hand you have an explanation that is fully consistent with the propaganda goals of the Bush people and was totally within their power to achieve. But you believe the first without hesitation and consider the second "amazing."
