It's money Congress stole from us, so they can waste it on window dressing and not care.

"Minority businesses" doing business with the government are primarily some useless middleman using a cell phone to take a cut on goods and services passing between the vendor and the customer. It's better termed a "Minority TAX."

That's the kind of thing that's right up the alley of a corrupt domestic enemy like yourself...
