It may be true that no one has testified that Valerie Plame was covert. I don't know because I am not really following this case closely.

That doesn't mean that it is true that she was not due the protection of a covert agent. It also does mean that it is true that the people responsible for outing her did not break any laws.

And it is completely irrelevant to the Libby charges. If he lied under oath he lied under oath.

"f. Joseph Wilson was married to Valerie Plame Wilson (“Valerie Wilson”). At
all relevant times from January 1, 2002 through July 2003, Valerie Wilson was employed by the
CIA, and her employment status was classified. Prior to July 14, 2003, Valerie Wilson’s affiliation
with the CIA was not common knowledge outside the intelligence community."
