Yes. exactly. There was no finding of fact regarding allegations against Clinton or his wife. Only accusations.

Then why did Clinton have to fire 50 sitting Attorney's General to get the one in Arkansas who was effectively pursuing Whitewater? No credible source has ever said that this was not a Clinton scandal. Why were som any Clinton buddies sent to jail over a "falsely created scandal"?
