I disagree. Giving the president the ability to wage war was needed to put consequences behind not letting the inspections proceed unencumbered. It was the stick that lends credibility to one's word.

But Bush abused that power, removed the inspectors and invaded Iraq. At the time of the invasion many democrats were saying that it was not time, Let the inspections go forward, gather a coalition and these were the same that voted to give Bush the ability.
