The idea of limiting this taxation to a nickel on the dollar is to bring JUSTICE back to the socialist double taxation that our people have been fooled by for so many decades. Since the elimination of this socialist poison results in a cascade of WINDFALL federal revenue (a term the socialists love to libel the oil producers with), that nickel would have to be phased down over the years with Congress unable to interfere. In other words, we nail our Congress with a Windfall Taxes Tax, to recoup our losses to their socialist GREED...
