Please be more specific as to the levels of intelligence and who gets it. Seems you created your own list with assumptions. Have you a specific listing of intelligence categories of intelligence distributed to various entities or did you just make up the list you posted?

There are various levels of intelligence that are provided to our wide variety of Constitutional officers.

At the top of the list would be the President of the United States.

Further down the list would be select members of the Senate (the Senate being tasked Constitutionally with responsibility for foreign affairs...), such as the heads of the Intelligence Committee, Defense Committee, etc., who would have clearance for access to certain information that *regular* members of the Senate are not cleared for --- but even so, who's access is not quite as great as the President's.

Even further down would be 'regular' members of the U.S. Senate, who are members of those special committees tasked with over-sight of these areas --- but who are not the Chair or Co-Chair of the Committees.
