Their one 'strategy' is to arm soldiers and policement to crack down on Iraq. Funny, you'd think 'free' people bestowed with 'democracy' wouldn't have any need for cracking down. I wonder how many quiet little meetings the US military has musing about how Saddam kept such a tight grip on his country for so long....and can they learn anything from him.
