If you own key patents and you are selectively forcing people to buy your products through your royalty structure you may be engaging in anticompetitive practises....

I am not a lawyer, but even I know that if I own a patent, I can selectively license others for any amount I want to, UNLESS I warrant to a regulatory body that I agree to license on RAND terms. Once, I do this I am engaged in a contract and legally bound. As Q is in this case. But as you say, Q doesn't engage in such practises.
