I suspect there is something to those comments. Recall Treasury Sec Miller's comments about Bush's behavior at meetings during his first term. Then rewatch the 2004 debates, particularly the first. Seeing Bush as Bush then, it's not hard to envision the current scene as reported. Interesting that, despite the enormous political and personal pressures on Clinton after Monicagate I don't recall anyone from any end of the political spectrum suggest that he was "losing it" mentally. Indeed, there was a widespread amazement that he could focus and function as well as he did.
