Looks like a non-story to me, unless you try to read a lot more into than is actually there.

Wilkerson says, "Regardless of the president having put out this memo, they began to authorize procedures within the armed forces that led to, in my view, what we've seen."

Notice it does NOT say that the authorized procedures were any types of abuses.

I hope people start listening to Wilkerson. He was on the Newshour on PBS tonight, and he said that Cheney and Rumsfeld bum's rushed the nation into war, with their crew of supporting neocons. He really didn't mention the chimp. The chimp supporter characterized him as "a disgruntled staffer of a fromer official who had lost the infighting", Colin Powell.
