Explanation can be simple - Qualcomm includes all fees in chipset price and from goodness of heart does not want to charge royalty on top of that. If that does not fly - they could charge royalty always at full price, but lower by the same amount price of MSM. I doubt BRCM would be happy with that either.

I should put a caveat in my statement....I'm assuming that the mechanism for the royalty discount is in the IPR agreement. If it is instead in the chipset supply agreement, I would assume that the terms of those expire fairly regularly and can be renegotiated when that happens. Slacker
