The problem is the Propositions don't help.

The basic problem in California is that the system is broken. Our representatives are forced to have a 60% majority on fiscal issues - but propositions only require a 50% plus 1 vote majority.

So what happens? In California, voters pass all kinds of spending bills, and then cut their own taxes. Talk about FUBAR.

Is the State government a representative system or not? Its not functioning as one.

BTW, Prop 77 is a complete fraud.

You should be proud that such a well known man believed debts don't matter.
