Close enough: ' Vice President CHENEY said Iraq was the heart of "the geographic base of the terrorists who have had us under assault now for many years, but most especially on 9/11." ' If that wouldn't make people think Iraq was behind 9/11, I don't know what would. Which is probably why people did think Iraq was behind 9/11. Fancy that!
