Bush said in a stump speech that the IAEA claimed that Iraq was within 6 months of having a nuclear weapon.

There had been NO WMD related inspections in Iraq in the previous 5 years.

Given that Saddam's Son's in Law tipped off US intelligence, and UN inspectors to the existence of extensive documentation related to Nuclear Weapons research and it was found buried in on a Chicken Farm owned by one of them, there was no way of proving that additional depositories of research didn't exist and that Saddam was restarting his WMD programs.

Again.. 5 years of no further hard information because we did have any HUMINT assets in place in Iraq with that kind of access..

So how could ANYONE know the ACTUAL STATUS of Saddam's WMD programs, especially in the face of an active Iranian WMD program from which he felt a tremendous danger??

We captured and scanned some 25 million pages of documentation of all kinds.. And after two years, only a 1/4 to 1/3 has actually been examined and analyzed.

One other thing you must keep in mind. Any intelligence information is examined by multiple parties, all of which might have their own interpretation or "spin" that they place its importance. A particular agency may be correct in stating its NOT THIS OR THAT, but if they can't actually determine what it REALLY is, their analysis may be ignored.

Certainly when Iraq was well known for being masters of deception and camouflaging their weapons acquisitions programs to look like something else.. (Note how they tried to acquire Gerald Bull's "super cannon" technology by claiming the firing barrels were only industrial pipes.)
