CA has had a proposition system forever though, why didn't this BK problem happen sooner? People in the 50s voted to build here not trash stuff. What happened?

In 02 passed 13.5 billion school bond, 04 passed 12.3 billion school bond.
Both sold to the public with pictures of poor condition buildings. Although it takes six years on average to build a school in California same time it took to build a tunnel form England to France. No matter show pictures get billions wait a bit then show same pictures and get more billions.
