Thanks, maybe they just haven't rolled it out yet.

I did get a letter in the mail from them explaining you can upgrade Legacy accounts to new TreasuryDirect accounts using form PDF5179.

However, you first need to open a new style account which seems only possible for individuals.

From the letter, I did get the name of the Director of the Division of Customer Assistance, so I will write her a letter today and see if theres a way to do this.
