Actually, the EU has not "wapped" Qualcomm with any complaint thus far. Five licensees, and one future competitor, have issued co-ordinated letters of complaint to the EU. Once Qualcomm gets served with those complaints (which had not occurred as of last Wednesday evening), and the EU has an opportunity to hear Qualcomm`s position in response, the EU will decide whether or not to institute a "formal" proceeding. Apparently, that decision will take approximately 3-6 months.
