A closed system with a huge savings pool captured by the government in the postal system, and with far less dependance on outside capital flows (not a enormous external debtor, it's internal). Additionally the CB is a big debt monetizer. Still I think Japan's days of cheap financing, are coming to an abrupt end. The US is a diametrically opposite system very much dependant on the kindness of foreigners, and thus little comparison.
