The 1998 intel was old and inaccurate. But Clinton used it as a pretext to bomb the hell out of every suspected weapons site he could find. What he did not do though was invade and occupy Iraq, he was too smart for that. Then Saddam had five years until 2003 where he "might have" reconstituted old WMD programs. "Might have" being the operative word. Everyone wanted to make sure he was disarmed and agreed on UN inspectors and a real threat of force backing them up. That was done. Bushies meanwhile pressured the CIA to find any intel they could to back up the position that Saddam had huge stockpiles of WMD and was in league with Al Qaida. Remember Clarke saying that right after 9-11, Bush told him to blame it on Iraq? This was the situation. Cheney personally pressured the CIA to skew evidence and intel, plus his DOD pals collected a lot of flawed and phony intel from Iraqi exiles who were totally corrupt and stood to make a ton of money if we invaded. The Israelis also probably helped. And we saw the phony forgeries coming out of Italy too. Those could have come from any number of origins. Three more things, Cheney's Halliburton stood to make 10 billion from the invasion, Cheney made sure Pat Roberts only showed the Senate phony intel "proving" Saddam was an imminent threat, and Rove-Libby corrupted the NY Times Judith Miller to print their phony stories as if they were fact, then Cheney-Rummy-Rice etc. would appear on talkshows and point to the Ny Times articles as if proving their point. See the big scam? Then enter Joe Wilson. The whistleblower who told the truth.
