Clinton was probably bombing empty buildings. But it took the chimp to invade an empty country, even AFTER the ON THE GROUND inspectors had looked at EVERY suspected site, and many that weren't even suspects! In retrospect, it certainly seems that Clinton's level of response was ALL that was really justified, if that. A slight difference in SCALE there, coupled with a difference in avaliable INTEL!
