I used to go to Tijuana to overage drink, many, many times on my own, unaccompanied. I'd park or take the trolley on the US side and walk to my destinations. The only problem I ever had in scores of visits was in bribing the police once (don't ask). I didn't spend much time on the Revelucion party clip strip, but spent much time in the supposedly much more dangeroous la Zona Norte - once I knew where the real party was to be had. Just another discrete data point.
