You keep bringing this stuff up like it is an important point. France has been worrying about terrorists and other groups trying to take key infrastructure much longer than the US has. And a lot of their measures would probably be effective if tested, unlike ours. Europe in general has lived with problems like this longer than we have. Until 9/11, someone could easily walk up to a water treatment plant, most around here only had token chain link fences. One I saw in Germany had a 4 meter brick wall all around it, with barb wire and broken glass at the top and security cameras covering all possible approaches. Don't have a clue what they have inside, I doubt if they would have been open to anyone asking. From what I am told, it is similar in France. Which wouldn't surprise me, France had a much worse terrorism problem in the 1980's than Germany did.
