I would say you have a pretty good idea what full employment is. 5% is historically pretty good, particularly during this time of transition to an information economy, I might add. There is a substantial contingent of economists who agree that this economy is pretty damned good. While not all do, I believe it would be correct to say that there has never been general agreement amongst economists on any particular issue.
