Before that, you were more or less on the honor system, although if you had a business establishment in the business district you probably could not evade taxes.

Even until recently maids and other domestic workers haven't report their income.

At any rate I don't have a problem believing that in some social classes women never worked outside the house, but they pretty much all had servants, at least that was my observation during that time. Servants are pretty much invisible.

DC is contemplating giving grandparents who care for their grandchildren the same stipend they give to foster parents.

My own experience over generations suggests to me that grandparents are actually the secret when it comes to raising children and balancing work and family.

I would prescribe multi-generational living arrangements as the solution to most social woes -- but we seem to be going in entirely the opposite direction.
