It's pretty much like that along the entire CA coast. The ocean serves as nature's air conditioning. In Oceanside where I lived, the temp ranged from 50 to 80 (and those were the extremes) - no heat or A/C really needed. You need to be fairly close to the beach to get the full effect.

SF is surrounded on three sides by the ocean, so it gets even more of the effect of the giant ocean heat sink.
