The invasion of Iraq was planned a long time in advance

I thought it was completely unplanned, and that's the big problem with the post-Saddam's removal thing?

Today the main aim is to change the dictatorial regime of Saddam Hussein,"

Well good! At least they did it for the right reason (remove Saddam) rather than the wrong reason (WMDs).

Blix said the war, which on Wednesday entered its 21st day, was "a very high price to pay in terms of human lives and the destruction of a country"

What does he think about the alternative (to leave Saddam in power)? Clearly, Saddam's regime was a higher cost to pay in terms of human lives and the destruction of Iraq. Why doesn't he comment on it, since that is the alternative to regime change?

"If a country perceives that its security is guaranteed, it won't need to consider weapons of mass destruction.

In this sentence he shouldn't say "country", he should say unelected oppressive, regime" - they need guarantees, not countries. Regular internally generated peaceful regime change is a good way to ensure that other countries don't need to liberate you.
