Another tactic would be to schedule hearings in Parliament about withdrawing from NAFTA. Does your parliament have public hearings? It's the favorite tactic in Washington DC when you want to get on the nightly news. Even if you have no intention of actually doing anything, you schedule public hearings to talk about it. For example, there was recently a lot of fanfare about hearings to slap a windfall profit tax on the oil companies. If it's an interesting story then the TV talk shows like "Meet the Press" etc. will schedule people with opposing views and goad them into a public argument. Sound bytes from these shows are then repeated on the nightly network news, and thus the issue starts to get traction and floats above the noise.
