Why not pursue the more efficient option and take away the subsidies to the oil and gas industry instead? That would do more to solve the problem.

It's clearly in the public interest to increase the fleet mileage of automobiles.

There are many things that are "clearly in the public interest" that shouldn't require government intervention.

It is clearly in the public interest to have better, more efficient software. It is clearly in the public interest to have faster processors. I'd just as soon not subsidize Microsoft and Intel for those goals, though.

It is clearly in the public interest to have everyone eat a more healthy diet. Should we then tax Whole Foods Market less and McDonald's more?

Heck, I think it might be in the public interest if we had fewer investment bankers. Should we then increase the taxes on Goldman Sachs and Morgan Stanley?

Inefficient use of a finite and precious commodity is not a good use of capital.

The word "inefficient" is subject to a rather subjective standard. Rather than let the government define that, the market does a much better job.

What are the unintended consequences you are worried about?

The easiest way to increase an auto's gasoline mileage is to decrease the auto's weight. That also compromises safety.
