Intel and Texas Instruments are both ARM architecture licensees (but evidently not yet for the ARMv7 instruction set).

QCT is making a ton of very good moves :-). They arent going to lead the world in semiconductor processes but they can be a fast follower and being the first to a new ARM core is a great design move. This combined with the accelerated 65nm ramp gives me a lot more optimism about their ability to go after the high-end WCDMA/HSDPA market.

FWIW, the table at the bottom of this page pretty much matches the specs that Jha set out for the Cortex processor. You could have a 800MHz version in a mobile environment but it would then consume 400mW.
