It's hard to compare because so much is changing concurrently. The 47k folks and 59k folks are the same people. 59k in income is just 47k without the deductions. Same difference.

It's not at all clear what happens on the very lowest end. There must be some provision for very lowest income folks not to pay tax at all but I can't find it anywhere. Surely you don't have to pay tax at 15% on your first dollar minus the family allowance. That would have singles earning only 3k paying tax, which is too stupid even for the government.
