Bill, your still not getting it. Prohibition on alcohol didn't stop people from drinking but caused other huge problems because of deregulation ie, poisonings, rise in organized crime, over crowding of prisons I could go on ad nauseam....isn't this starting to sound familiar to the problems we're facing now?

I agree more options are little benefit. Substance abuse has the tendency to worsen as leisure time increases which is the modern trend.

What if --- in a lot of cases --- it *substituted* for use of the much more harmful drug? (Demonstrably more harmful both to the individual, and to society at large.)

That would not be 'compounding' any problem.
