Hell GV, they just passed their "10 year energy bill" in June, stuffed with incentives, when the prices were about where they are today. Congress is pretty much owned by the energy companies (as well as the drug and financial companies), they are not going to turn their backs on the folks whose money put them in office.

PS BTW my idea is not that off the wall... when I was young they used to charge for auto registration (tax) based on horsepower. Never could figure out why?
