i ran large truck gasoline delivery terminal over three states, largest volume in our system. It took one part time person to over see allocation program.
i know from current sources at another oil distribution corp. that allocation program has been checked out by them and ready to implement. Prices just did get high enough to hit the allocation triggers but they are ready to go.

as to lead times there is more than troops, equipment, amo, food, perhaps call up of key positions, per diem contracts with contractors. Lot's things go into action long before war is declared.

this has been invested enough let's get congress working on something that will help our citizens instead of inside the beltway politics.

in the meantime i will try working on investments to pay for increased heating and gas bills. g

another reason for allocations is the service station manager makes his money on snack shop business. If he or she sold out all their gas in day or two then the incentive for drivers to come into the snack shop goes away.

if they limit sales , cut amount of fill up, or spread out operations over days , then the opportunity to continue selling cigs, coffee, or impulse items in the snack shop are more apt to continue their income.

gasoline sales normally support the overhead of heat electricity, maintenance items.
