They only need to climb the fences into the African enclaves of Spain. Then they buy a ferry ticket. No need to swim or walk the water. The current liberal Spanish administration just handed out a million Spanish passports to those who already made it above way. Pretty clever way getting rid of the problem at the cost of other members of the EU. A Spanish passports means free travel for those guys to anywhere in the EU. That's how they get into France.
