This is real 1984-style revisionist history.

Sure, those protectionist actions were not helpful, but they came after the real damage was done. These measures were desparate reactions to immediate crisis, and not the events that precipitated the crisis in the first place.

The real cause of the great depression was that the economic engines of the country (and Europe too) were no longer individual small holdings and farms, but were instead very interdependant manufacturing operations that required the same group to act both as producers in the form of employees and as consumers. One role could not be ended and still maintain the other.

The problems persisted until there was real coordination between business, labor, and the government. That really didn't hit it's stride until all three were united in the war effort.
