The specific duty in this case is merely that occasionally the president should inform the congress about the state of the union. It doesn't matter if there is one duty or a thousand. When a duty is called out, then whatever is necessary to perform the duty is also required. It also doesn't matter if the President delivers the state of the union every week, or only once in his term. It does matter that whenever it is delivered it is a valid attempt at being accurate which definitely rules out deliberate lies. TP
