Almost anything the president says, except for perhaps the explicitly personal, or philosophical musings, could be consider to be the president talking about the state of the union. The SOTU is not just any old talk with some Congressmen. There certainly was no doubt when Bush Jr. (or any President in the last 50 years) has been fulfilling their sworn constitutional duty (lately in front of a joint congressional session) and when they are just shooting the breeze with fellow fat cats.
