That is a point that Niall made last night. The Brits were the world's banker. They made investments overseas and profited handsomely. The US, on the other hand, is the world's debtor. Niall sees this as the great crisis, and something the US must get under control. He also mentions that the US when it intervenes overseas is ADD. They want to under commit resources and time. And that often leads to failures. he has a point, and the ADD also contributes to the being a net debtor, although he doesn't say this.
