My concern is that they actually weren't waiting.

They weren't.......covert things were happening while Bush was waiting for Congressional approval. Periodically, the press would report one of them and there would be a wringing of hands by the loyal opposition and then it would die.

He had to have the resolution so he could muzzle any protests when the invasion started. But with the PR campaign they were running, it was only a matter of time. Remember the mushroom cloud and other imagery they were putting out?
