Bush lied today saying Dems had the same intel the WH did.
The congress and senate do not get raw data, nor conflicting opinions about the veracity of the intel, unless the WH decides to give it to them. Of course, Cheney's office was aggressively spinning the intel, skewing it to their POV and not letting any nay-saying intel get through. They were also presenting debunked stories as if they were true.

Therein lies the crime, the lie, the grounds for impeachment and best of all, gets all but the hawkish Lieberman types off the hook. because if what the WH said was tue about Saddam, we definitely needed to disarm him forcibly. AL Qaida training camps, Mohammed Atta meetings, Nukes from Niger, all that baloney. None of it was true though.

Bottomline, congress is not responsible. Their only mistake was believing a frigging thing Bush-Cheney said.
