A high percentage of our colleges and universities are populated by foreign students at the graduate level. That is because their undergrad studies are subsidized. Everyone gets the opportunity to attend and the best of the best come here and beat the crap out of the moneyed students here. As for intelligence, obviously you haven't traveled much. Lots of countries have people that have had little or even no formal education, yet have a better grasp of local or even world events than the functional literates here.
