I think it starts with not uttering falsehoods that damage the country in time of war, simply because your donor base wants to hear them.

How about this falsehood uttered in time of war?

The larger point is, and the fundamental question is, did Saddam Hussein have a weapons program? And the answer is, absolutely. And we gave him a chance to allow the inspectors in, and he wouldn't let them in. And, therefore, after a reasonable request, we decided to remove him from power, along with other nations, so as to make sure he was not a threat to the United States and our friends and allies in the region. I guess the thing is, if you want to be a war president and start a war you get to utter all the falsehoods you want, and your faithful suckups will blame it all on somebody else. "Personal responsibility" in the W sense of the phrase, it seems.
