Your leaders represent many smart and greedy people! Yours don't? Britain's don't? Whose don't? Even dictators work withun some constraints on their actions- -or they get overthrown or killed. But you used the word "represent" implying a representative democracy. All representatives must listen to their constituents- -and not everyone has equal influence over the representative. A CEO whose company employees 300,000 people is going to have more influence than a janitor. This is true in any system - including yours.
