I think that certain acts of inhumanity ought to be construed as a declaration of war--thereby inviting appropriate retaliation. But to violate the sovereignty of another people requires (IMO) a very high bar. I think there are good arguments that Bush and company acted prematurely and with reckless disregard for sovereignty.

On the other hand, if the United Nations would declare a policy of violating sovereignty in the cases of genocide and other such mass crimes against humanity--I think it would represent progress in the world. But when single countries engage in such interference it is somewhat (shall we say)disconcerting...
