Look, I'm talking about maintaining the confidentiality of your personal medical information. I'm still not sure what the heck you're talking about.

If rules are "common sense," then they should be followed. Codifying those rules into law would not bring any additional expense if they were already "common sense." Saying that laws are not necessary to make sure that common sense practices are followed is naive.

And if HIPAA is in conflict with the Patriot Act, are you trying to tell me that HIPAA is the law that should be changed or dropped. Surely, you can't be serious.
