If you are talking about the budgetary flim-flam of using the (previously 'off-budget') surplusses in the Social Security/Medicare/Highway 'trust funds' to DISGUISE the true extent of our nation's operating budget deficits from the American people, then, *yes*, this flim-flam which entered the Big Leagues with the Reagan Administration, has been continued by every US President since... to our shame.
