I think Starr got a memo from CBS that said the Chinese were black mailing Clinton regarding Monica unless Clinton gave them nuclear secrets

Starr was looking for more stuff on Clinton, not having any luck proving Whitewater was anything other than a poor investment. Linda Tripp had been asking around who she should talk to about what her "best friend" had been telling her. So she told someone who put her in touch with Starr.
